I have a suggestion that may make this a reusable item, and easier to clean up. (Cupcakes tend to leave grease marks and bits of frosting or sprinkles may get smudged around.)
Use a washable surface like reusable tablecloth or placemat instead of the gift-wrap paper.

This is a wonderful tutorial! I am making two stands for my wedding cupcakes! I wanted to mention that I found a wonderful place to buy the styrofoam dummies and cakeboards! They are inexpensive, and the folks were friendly, helpful and shipped quickly! http://www.guildcraftfurniture.com/cake_dummies.html
